According to the outlet, Ronald Lucy is a chemical spills expert who has been used as an “expert witness” and “exposure expert” in many large-scale class action lawsuits nationwide.
Lucy said it was a lie doing a “controlled burn.”
“There’s the lie. It wasn’t a controlled burn. It was an uncontrolled burn,” Lucy said.

Ronald tells us that he’s here taking samples of the air, water, and soil because it’s important for an independent investigator to verify what government officials and representatives of Norfolk Southern are saying.
We’ve posted our interview with him in multiple reels. We want to add that the smell from this water was so bad that we had to walk away after 10 minutes because our throats were burning.
“My view is it was a bad decision to release it and burn it,” he said.
Lucy said he thinks they were the first independent group to measure what’s really in the water and soil.
“What they’re measuring most of the time is what they call VOCs, which is not a specific chemical,” he noted.
Lucy mentioned he wouldn’t know what to protect against unless he took samples.
“They know things are going to dissipate in time, so they measure things that don’t really matter,” he added.
“There’s evidence when you burn vinyl chloride poorly, and it was definitely burned poorly because it had such a black plume,” he explained.
