Why Did Joe Biden Suddenly Start Screaming In This Speech?

Joe Biden on Tuesday gave a speech in New York City to announce a $292 million grant for the Hudson Tunnel Project.

The long-waited infrastructure project will construct a new rail tunnel under the Hudson River and repair damage to the existing one.

From Politico:

Biden visited the rail yard on Manhattan’s west side to formally announce a nearly $300 million grant for the decades-long project to build a new rail tunnel under the Hudson and repair the existing one that suffered significant damage in 2012 from Hurricane Sandy. The federal award will allow developers to install concrete casing in the area, preserving the right-of-way for the new two-tube tunnel to connect to Penn Station.

However, Biden drew more attention for a random outburst of rage.

In his speech, he suddenly started shouting for no reason.

“There’s nothing we can’t do. Nothing. When the hell has America ever, ever, ever set a goal that it didn’t reach,” Biden said.

“When has it ever? Name me a time.”

“NAME ME A TIME!” Biden suddenly shouted. “When has America gone through a crunch and didn’t come out stronger on the other side than it went in.”

Was this a dementia-induced outburst?

What do you think?

AP noted:

The project will renovate the 1910 tunnel already carrying about 200,000 weekday passengers beneath the Hudson between New Jersey and Manhattan, a long-delayed upgrade after decades in which the government underfunded infrastructure.

The grant would be used to help complete the concrete casing for an additional rail tunnel beneath the river, preserving a right of way for the eventual tunnel. In total, the project is expected to cost $16 billion and help ease a bottleneck for New Jersey commuters and Amtrak passengers going through New York City.
