A serial rapist in Portland, Oregon has been set free against the public’s will.
Richard Gillmore also known as the “Jogger Rapist” raped over 9 young girls between the 1970s and the 1980s.
Gillmore was known as the “Jogger Rapist” because as he jogged he would spout his next victim to rape.
After his arrest in the mid-80s, Gillmore spent over 36 years in prison but will now be released as a Tuer 1 sex offender which means the county and state will not notify residents of where Gillmore will live next.
Many of Gillmore’s victims are still in the area and are terrified that Gillmore will be set free.

The victims of a serial rapist in the Portland, Oregon, area are outraged the man will be released from prison later this year and classified as a low-level offender.
“He was designated as a dangerous offender at trial,” Danielle Tudor, who was attacked by the “jogger rapist” in 1979 at her Portland home, told the Oregonian. “I don’t understand how that puts him at a Level 1 sex offender.”
Richard Troy Gillmore will be released from prison on Dec. 16 after spending nearly 36 years behind bars. He admitted to raping nine young girls and women in Portland, Oregon, and its suburbs in the 1970s and 1980s. He became known as the “jogger rapist” because he cased out the homes of his victims by running past them, the Oregonian reported.
Gillmore, who will be 63 at the time of his release in December, will be classified as a Level 1 sex offender, a lower-level designation. The classification does not require the county or state to notify residents of the area where he will eventually move to and live.
“It’s something the community really needs to know,” Tudor told the outlet of the classification. “I highly doubt that he’s given up jogging.”

In about 60 days the man known as the ‘Jogger Rapist’, Richard Troy Gillmore, is set to get out of prison.
Gillmore admitted to being a serial rapist and raping nine girls and women in the Portland area in the 1970′s and 80′s.
He would go on jogs through neighborhoods and stake out victims in their homes before raping them.He however was only convicted for one of those cases due to the statute of limitations.
He was found guilty in 1987 for the rape of Tiffany Edens who was 13 years of age at the time.
Now, he’s being released because he’s seen as low-risk for reoffending.
“I contacted the parole board and said what is going on and I got confirmation that yes he is going to be released on December 16th,” said Tiffany Edens.
She went on to explain her frustration for the low level he’s being listed as, adding she felt it was a slap in the face for her and other survivors.
