In 2018 Jack Dorsey, along with Vijaya Gadde, testified under oath before Congress.
The issue in question: did Twitter unfairly shadow-ban and otherwise censor conservative voices from the social media platform?
Since the release of the Twitter files, we know the answer to that question is a resounding YES…
Dorsey and Gadde unequivocally told Congress a different story:

One question remains: did Jack Dorsey know that this was going on in his company?
In a recent Twitter post, Elon Musk alluded to the idea that some of the worst data related to censorship and malfeasance at Twitter were hidden from both himself and Dorsey.
If the goal is transparency to build trust, why not just release everything without filter and let people judge for themselves? Including all discussions around current and future actions? Make everything public now. #TwitterFiles

If he knew enough to know these practices were ongoing and tended to target conservative accounts, this is called lying to Congress.

Jack Dorsey has watched to many crime shows where intent is always the driving criminal act. His his 2018 testimony is the intent with regard to Twitter shadow banning conservatives. He/they did it and he lied.

It now appears that the entire company was operating as a censoring department.
However, there were in fact super-censors. Dorsey did not mention the Strategic Response Team-Global Escalation Team (SRT-GET), which operated above what journalist Bari Weiss described as “a level beyond official ticketing, beyond the rank-and-file moderators following the company’s policy on paper.”
That group reportedly included Vijaya Gadde, head of Legal, Policy and Trust; Yoel Roth, the global head of Trust and Safety; CEOs Jack Dorsey and Parag Agrawal, and others.
