Former Democrat Legislator Arrested and Charged with First Degree Rape

Former Democrat Kentucky state representative and Kentucky Justice Cabinet secretary John Tilley was arrested on Monday and charged with first degree rape.

The 53-year-old is accused of having sex with a victim without her consent, according to WKYT.

“It allegedly happened at a downtown Lexington hotel back on April 15. The citation says the woman could not consent due to her level of intoxication,” the outlet reported.

Tilley turned himself in Monday morning and his attorney told news outlets that he’s innocent and cooperating with authorities.

A spokesperson for the Lexington Police Department told The Courier Journal Tilley was charged Monday morning “regarding a Special Victims Investigation that occurred this year.”

“At this time, it is still an ongoing investigation,” spokesperson Hannah Sloan said.

Tilley, 53, was being held Monday morning at the Lexington-Fayette County jail, according to the detention center’s online database.

He was released late that day after posting a $25,000 bond, and his arraignment hearing is scheduled for 1 p.m. Tuesday in Fayette District Court.

“Tilley spent four years working as secretary of Kentucky’s Justice and Public Safety Cabinet during Bevin’s term as governor from December 2015 through 2019,” the Courier Journal added.

Tilley started his career in politics in 2006 as a representative for the Kentucky State House’s 8th District.

He served five terms as a Democratic state lawmaker from Hopkinsville.

If convicted, Tilley could face 10-20 years in prison.
