The dictator she's referencing is Idi Amin, who brutally ruled Uganda in the 70s.
Here's some details on him from History:
Once in power, Amin began mass executions upon the Acholi and Lango, Christian tribes that had been loyal to Obote and therefore perceived as a threat. He also began terrorizing the general public through the various internal security forces he organized, such as the State Research Bureau (SRB) and Public Safety Unity (PSU), whose main purpose was to eliminate those who opposed his regime.
In 1972, Amin expelled Uganda’s Asian population, which numbered between 50,000 and 70,000, resulting in a collapse of the economy as manufacturing, agriculture and commerce came to a screeching halt without the appropriate resources to support them.
When the Popular Front for the Liberation of Palestine (PFLP) hijacked an Air France flight from Israel to Paris on June 27, 1976, Idi Amin welcomed the terrorists and supplied them with troops and weapons, but was humiliated when Israeli commandos subsequently rescued the hostages in a surprise raid on the Entebbe airport. In the aftermath, Amin ordered the execution of several airport personnel, hundreds of Kenyans whom were believed to have conspired with Israel and an elderly British hostage who had previously been escorted to a nearby hospital.
Throughout his oppressive rule, Amin was estimated to have been responsible for the deaths of roughly 300,000 civilians.

It's one thing to disagree with Trump's policies, but it's another thing to compare him to a cruel dictator. That's a slap in the face to people who have actually had to live under oppressive governments like the one Amin setup.
Trump isn't the only one on Midler's list.
She recently targeted Republican Governor Greg Abbott of Texas, saying he's a "sociopath unfit for office."

Bette Midler is not happy with Greg Abbott. The actress slammed the governor for removing drop-off locations for absentee ballots throughout the state of Texas. Now, the counties are limited to one drop-off location each, which appears to be encouraging the GOP's efforts to restrict voting.
"THIS MAN IS A SOCIOPATH AND UNFIT FOR OFFICE. SO ARE MOST OF THE REPUBLICAN PARTY. THEY HATE DEMOCRACY!" Midler tweeted on Tuesday, blasting the governor's action. "Gov. Greg Abbott limits counties to one absentee ballot drop-off location, bolstering GOP efforts to restrict voting" she added, including a link from the publication Texas Tribune.
The Hocus Pocus actress has been vocal about her criticism of President Donald Trump and the Republican Party. Newsweek did not receive comment from Bette Midler at the time of publication.
Midler's craziness doesn't stop there.
She actually encouraged Biden to ASSAULT Trump during the debate.

With only days before the first presidential debate and following the nomination of Amy Coney Barrett, Midler attempted to stay in the spotlight by unleashing several more outlandish and violent political comments. Midler told Joe Biden to physically attack Trump during the first presidential debate.
Midler, who has over 2 million followers on Twitter, urged the Democratic nominee to assault Trump during Tuesday's 2020 presidential election debate.
"I have to say this to #VicePresidentBiden, who is much more conservative than I 'Sir, on Tuesday night you will be going toe to toe with a stupid, but wily street fighter," Midler tweeted on Saturday. "My advice is 'KICK HIM IN THE NUTS!' And then do it again for the 200,000 people he murdered!"
The false claim that Trump "murdered" 200,000 people is a reference to the total COVID-19 deaths in the United States. Currently, there are over 209,00 coronavirus deaths in the U.S., according to Worldometers.
This isn't the first time that the actress has asserted that Trump "murdered" people. In July, Midler called the president a "murderer" and admitted that she "can't stop crying" after reading a New York Times article.
There are many reasons to re-elect Donald Trump.
